Exploring the Taliban’s Vision of Law and Order: A Talk by Dr. Shamshad Pasarlay at Florida State University

On March 20, 2025, Florida State University hosted a compelling online talk titled “The Constitutional Imagination of the Taliban in Afghanistan,” featuring Dr. Shamshad Pasarlay.

Dr. Pasarlay, a faculty member at the University of Chicago, offered a nuanced analysis of how the Taliban envisions legal and constitutional authority in Afghanistan. Drawing on his expertise in comparative constitutional law, he explored how the group engages with concepts of governance, legitimacy, and law-making in the absence of a formal constitution.

The event drew scholars, students, and policy thinkers interested in Afghanistan’s evolving political and legal landscape.

Dr. Pasarlay is a faculty at ALPA Online Academy and collaborates with other divisions of ALPA, including its Conference Organizing Committee. His ongoing work centers on constitution-making in divided societies, and his forthcoming book, Incomplete Constitutions and Coordination in Deeply Divided Societies, is under contract with Cambridge University Press.
